Her enquiry paired a familiar failure with two very fair questions. The decode: the tier the click lives above, and the two answers

Why the high-street service couldn't reach it: no criticism of the counter she used is needed to explain the outcome — only the tier structure of the trade. Retail recovery services work at the software level: they connect a drive and run recovery applications against whatever the computer can read. That tier genuinely serves a real class of problem — deletions, formats, corruption on healthy hardware.
